Modern golf took shape in Scotland, where the game is documented in the fifteenth century. The Royal and Ancient Golf Club of St Andrews, founded in 1754, played a major role in standardising the rules. The 18-hole round gradually became the norm through the St Andrews course.

A ban passed by the Scottish Parliament in 1457 is among golf's earliest written records. At St Andrews the course changed from twenty-two to eighteen holes in 1764, establishing the worldwide standard. Today the R&A and USGA govern a game combining tradition, a universal handicap system, professional tours and an Olympic return since 2016.
